When to shift

I don't really push my car that hard, but sometimes I do feel like it. This may be the dumbest question asked on the forum yet, BUT...what is the max point where you can shift so that the computer doesn't determine that you have overrevved (from PST2) and what is the max point that you should rev up to. I always thought that you were never supposed to go in the red, but is it ok to go just a little bit like this guy?:
