There is only one rear fog light. It should be about as bright as your brake lights. This is to be visible in poor light situations without being mistaken for brake lights. So that issue on your car is normal, but your turn signal indicator lights should still flash. If they aren't flashing there is a problem somewhere.
Do your front signal lights still flash?
