Front cowl water drains

Hi, I have a '98 Boxster.

after a big rain i noticed water sloshing around in the front cowl. The drains were plugged and I blew them out with compressed air. I had a piece of rubber stuck in the main middle one, and in trying to get it out I pushed the rubber drain through its hole and it fell into the compartment below.
I cannot retrieve it.
Is that compartment accessible?
Will leaving that middle drain innoperative and just having an open hole in the cowl sheet steel floor cause a rust problem? Water did seem to drain out of the car when I poured some in the hole.

I would like to reinstall that drain but not sure how to start. has anyone done that.?
