Pollen filter tray

Hello,

I was checking my car out for the first time since I got it last week and found my pollen filter to be super dirty. So went to the dealer and bought a new one (CAD$95 for the stupid filter!!)

Upon sliding the new filter into the tray I started wondering if the filter is suppose to to sit there exposed. I noticed the tray where it sits on has a folding like clip thing which looks like it's suppose to clip down on something. Then I started wondering if I am missing a top cover for the filter. But then logically if there is indeed a cover, it would rather defeat the purpose of having a filter here since no air can get in. Yet I see this clip like thing hanging there doing nothing.

Since I bought the car used and have no prior knowledge of how things should look like, I am very curious as to whether there is suppose to be some sort of cover over the pollen filter. Anyone?

thanks!
