They did some minor redesigns for 03-04, it looks like stock bumper to me. The rear bumper also has diffusers.

The 03 should have a glass window and clear...

The 03 should have a glass window and clear headlights, which for me at least, would be a big plus. The general rule of thumb is to get the newest year you can afford.
I would still get your own...
