I have had very good luck with a HF Micro Torch...
I have had very good luck with a HF Micro Torch that runs on butane in situations like this. Allows pinpoint heat in tight spaces. I would definitely try Kroil if you can get your hands on some.

I will take the the Wheel arches. On the bottom front on both sides of the front wheel well liners, there are rubber pieces held on by 3 screws. Those are the "flaps" I am talking about.
