I'd say clutch release bearing.

My wife's mini did exactly this, not all the time - just now and then. After a new clutch kit was fitted it went.

They are UK (RHD) but I doubt that would be an issue if you are...

No heated elements inside as standard.

The bolt did come out eventually (with a lot of force) but the bolt was useless afterwards - you could see what corrosion had done to...
