more than likely the gears inside the lights are...
more than likely the gears inside the lights are shot... they are made of plastic and when someone keeps turning them they either wear out or just break when they get to the end and they are still...

You should be able to swap that particular part out. the difference between the 97-02 vs 03-04 was an addition of a 4th bow that was used to allow for a larger glass window..

Thinking of replacing my 97 with an 00 and was thinking of getting a PPI but my biggest question is why? I know with a PPI they do the regular checks, tires, brakes, rotors, leaks....etc., etc......
