Tinker, I think the loss of low end torque is exactly what is to be expected from less back pressure. If you look at dyno results that is predictable, loss of low end torque but some gain in high RPM...

I just went through this problem, exact same symptoms, horn works with no key, does not work when car is running. ..dealer replaced "clockspring" and airbag control unit in steering...
