Dim headlamp low beam.
 

I believe I have a poor ground to my l/f low beam. High is fine. I converted the lights adding new hei ballast and bulbs a couple years ago. Now the low beam lights, only partially.
I have disconnected the ballast and another 2 wires that came with the kit and a red and black high voltage type and only using the factory plug and bulb didn't change. Low beam still dim like half. I need to probe the harness side but not sure where it gets its ground and also the housing. . help
