Intake Vent Removal

I was in the the process of my weekly ritual of cleaning this today, when i decided that i wanted to remove my intakie vents so i could paint the plastic fascias. I have a 1997 and when i took a look on the web for removal instructions, all the examples are for 99's or newer.

When i tried the instructions i have found, they didn't seem to match what my car. supposedly there are three louvers and a screw, but i can't seem to make the louvers budge, or what i am guessing is the louvers, on my car. Anyone with a '97 try it yet?
