Quick vacuum confirmation
 
If I have a vacuum leak somewhere (for instance, a cracked oil filler pipe), the SAI's check valve won't open at all as it's run on vacuum, causing the SAI pump to be blocked.

Correct?

Depends on the severity of the leak, but the short answer is yes, it will keep it from opening.

Severe enough to have a substantial performance impact on the car, and to throw lean EML's? I thought I had two issues, a vacuum leak and the SAI issue, but I think it's just one big vacuum leak.

Vacuum leak is on the check list for SAI codes.
