Should the hose leading to the intake from the AOS be completely dry or little oily?

It will have oil vapor residue in it. So yes it will be oily.

Yes, a little oily/damp/wet is normal. Flooded with oil is not normal.

+1 on a bit oily
Most important is it dry on outside of the hose?
Any oily leak on the outside would be a Vacuum leak.
