Steering column earth

My momo wheel install has an intermittent horn due to a suspect earth in the column. The horn push relies on the column being earthed but seems the column isn't actually electrically earthed and is just bolted to the chassis...but maybe rubber mounts are isolating if from earthing properly.
Does this sound right?
Or is there an earth point for the column.?
Might have to add a dedicated earth .

For those on the other side of the pond, when he writes "Earth" it is not an intergalactic reference. He means "ground"
