What is a Wet Liner?

I was looking for performance parts for my Boxster and found this site http://www.perfectbore.com/watercooled.htm they say they make a wet liner conversion for boxster. I found some info not so specific but mentioning nitrous; something about nascar. But not sure!!! Does anyone know what a Wet Liner does?

A wet liner is a cylinder liner that is in contact with the coolant. But this is all I know about them. Better/faster cooling for a high performance engine??
