Since you are locked in at TDC, you stated you removed two chain tensioners...did you leave the IMS chain tensioner in place? Leaving this installed will still apply force to your cam chain and can cause the offset you are seeing. This is accessed behind the drivers seat and behind the AC.

IMO...you should remove that and see if this relieves what you are seeing. It will also ease installation of the IMS bracket when you go to button her up. Good luck...
