There's apparently a program that caters to the stock car. There is a 100% satisfaction guarantee on the GIAC program as offered by EVO. Ask them about it
At least you've the luxury of seeing the actual setup of EVO.
But to be realistic, 10bhp for $1k is kinda unlikely. My Dansk sports cat yielded about 5.5bhp at the wheels so you may want to consider that as a first option.
