Do I need to program a new ECU?

I have a 2007 Carens CRDI with low mileage. The ECU was submerged and corroded. I bought a new car ECU programmer but the engine won't start. Do I need to program a new auto ecu programer? Any help and advice would be much appreciated.

We'll need a little more clear description of what you have. And anything 2007 is beyond a 986.
What is a Carena? Carrera? Then it isn't a Boxster and you are in the wrong place.
What else is submerged if the ECU went underwater?

You need to know that this post is from one of the clowns trying to sell you knock off diagnostic tools.
