A/C issues

I recently bought a '99 model and the A/C doesn't work well. Does anyone know if the radiator fans should run whenever the A/C is engaged regardless of engine temp? Mine do not. They only run when my engine gets to about 185 degrees.

The fan should run with the AC on. The fan resistors are a common failure at this age.

I replaced my resistors with some cheap eBay ones shipped from China. Probably wont last 10 years, but 4 cost less than $10.
