This occurs when you run two different pad compounds on the same rotor. If the compounds are not compatible - then you can get a lot of irregular accumulation of pad material. One way to get it off is to use a very abrasive pad - such as a Hawk blue and drive the car with the brakes cold and dragging the brakes.
