I think suncoast has these for a lot less than $1600, I think around $1300 new. You can also buy them from ebay for around $900-1000 used. As for the amber removal, like Porschekid said, its for clear headlights only, sounds like you have the older ones so that doesn't sound like an option. I've heard that the conversion kit you are referring to blinds oncoming traffic as the standard casing is not designed for HID lights.
