Fortunately, the wheel adjustment works fine on my 98. I can't speak for other years but mine is ONLY designed to move in/out not up/down too. Instead, for up down I use the seat lever to raise and lower the seat which also tends to move the seat closer or farther at the same time.

With a little trial and error it becomes comfortable and good for me.
