Airbag replacement question

Hey,

I bought a used 3-spoke airbag with color crest to replace my old one, and one of the nuts on the airbag bracket isn't fixed to the airbag's back plate as the other is, I assume this will make the installation more difficult as the new bolt will need some resistance to make its way fully into the nut. Now to my question:

Will it still be safe to mount it like that? (Assuming of course that I can get the bolt in to hold the nut against the back plate of the airbag.)
