New lifters

Went to install the new lifters today. Brand new INA units. I could not depress them at all. My old used units could easily be 'plungered' with slight firm finger pressure.
Can I assume the new units are full of oil from the manufacturer and do no require pumping up on the bench?

Thanks

EDIT: A little more searching around and I think I found my answer: https://youtu.be/J3_9kROwKQc

Hey,
How long had your car been sitting before the tear down? In mine, that sat 11 years, some lifters were stiff, some weren`t. I think the ones that could easily be plungered were the ones that belonged to the open valves, as a result they lost the oil over the years. I don`t think they are necessarily bad, they were just under pressure for long and just released consequently.

My car sat just a few weeks. I was actually able to drive it into the shop bay, so the lifters were all operating normally just a few days before tear down...
