No - it's not foam rubber, in fact, the rubber is pretty stout. At their website they compare their product to the EZ-Lip product. EZ-Lip is foam rubber, theirs is not.
It also has a different shape than your standard garage door seal.

I've had it installed about a year now. No degradation or damage to rubber thus far.
