Odd whine from right rear on 04 Box manual
 
So I’m getting this very loud whine from my right rear axle area. Doesn’t sound like the wheel bearing, and have already replaced the CV. Any thoughts? Video here:

Definitely not wheel bearing or CV. High frequency, something dragging on tire? Parking brake cable?
