Replacing seal around engine compartment

How do I do this right? Can I remove the litter piece so I can work the gasket in>

This a 2000 if that matters.

well I got this far

Phone photo, not the best, however the two screws are for the roof rack, what do you think, pop rivets?

You've gotten as far as I've ever gotten removing that piece... that being said I didn't have to remove that little piece to get the clam shell seal off the car. It just tucks behind there.

They were pop revits

Drill out, place gasket and replace
