Agree on cam timing. 6.6 deviation is technically out of spec but drivable. I don't know if that's your problem but it looks like your mechanic just threw a used head in there, including the used tensioner ramps which would explain the big timing error. My inderstanding is that if the ramps are worn, the mechanical cam timing can be perfect but it will still have a big deviation on durametric.
