Questions:

Was it a calibrated dyno?
Why compare a mantained 996 car with unmaintained Top gear cheapos?

A question and an observation

Why is there a need to go into the high end gears....wouldn't it produce the same horsepower in first (I know nothing about Dynos).

Second that strap in the back looked questionable considering it was holding that car in place !!

That's not uncommon at all.. Miles loosen clearances, decreasing "motoring HP" and freeing up power. It'll stay just this strong, till it pops.
