Need help checking and replacing Fuel Tank Pressure Regulator.

Where is the FTP regulator located and do I need to have the car running in order to diagnose whether it is running correctly or not?? Also, is this thing a pain to replace or should it be left up to a mechanic??

Long story short, I am getting the Check engine light with OBd code P0453- Evap sensor pressure- signal too high. I had the gas capped checked out using the emmisions pressure test machine and it passed fine. My mechanic buddy says that its probably the FTP regulator that is messing up. He says that he would need to get under the car in order to hear if it is clicking opened and closed or not. Just wondering if this is something I could do myself as I have access to a hoist in a friends garage.
