Headlight help

My apologies if this has been discussed but didn't have time to do complete search... I have a 2000 S with HID headlights. Lately when I turn them on they don't come on right away. Takes about 5-10 min before the lights come on. Is this a ballast issue? I can do some DIY stuff but not a ton. Advice on the issue and the fix is greatly appreciated. All other lights work fine btw.

For the price of cheap HID's on ebay just buy a set and replace both the envelopes and the ballasts. If I had to guess if both are taking this long to come on they are at the end of their service life, measure the voltage going to the ballast before and watch what happens at startup and see if the voltage drops.
