My biggest question is how guilty are the top executives. This could easily be a case of passing the blame onto lower level employees.... Or it could just as easily be a case of the lower level employees cutting corners to maintain good standing within the company as opposed to admitting failure in producing a passable Diesel engine for the USA.

Guess we will all have to stay tuned...
