Repair/Repaint or Plug?

Hello!

I am looking for opions, or anyone with experience regarding the holes on the front bumper for the license plate bracket.

I have taken my braket off to discover that I not only have 2 holes, but 4.

The dealers plate that had been placed there was screwed through the bracket and into the bumper.

My car is a new Lapis Blue '05 model.

I would like recommendations. Should I plug 4 holes, or have a qualified body shop repair and repaint the bumper?
