Steering wheel question

I just recieved my airbag retaining frame kit today for my 3 spoke wheel swap and saw these little green plastic pieces for the kit. Anyone have any idea what they are for? I can't seem to figure it out.

Wire ties / cable ties. They twist once around and kinda lock.

what are they used to lock in though? and are they really necessary ?

Run a few wires through the main part. Then twist the two balls around until they lock / catch on each other. (The green balls on the parts in your pic.....)

Only used to secure wires or cables.
