changing rear number plate

changing rear number plate -

my car doesnt have a number plate holder (as many UK cars don't),

I need to change the plate. When I loosen screws, it feels like there are 2 nuts on the inside of the bumper....

this makes changing the plate awkward to say the least since there's no easy way to get a spanner up inside there!

can anyone confirm this is normal...

any tips for fitting a new number plate on the rear without taking the whole bumper off?

cheers
