License Plate light flickering

I feel like I am having some lighting issues.

My license plate light flickers and my front headlights are really dim.
I just got this car 3 days ago, it's a 99 boxster.

I read the H7 bulb may be out and just the backup dim bulbs are running.
I also read that the wiring may be bad for the license plate light, but I have no idea how to check/fix that.

I have a couple questions to help us help you:
Have you ever replaced a light bulb on an automobile?
Do you have the User Manual for your car or a Bentley Service Manual?
Have you ever worked on the electrical system on an automobile?
Do you have a multi-meter?
