Brights semi working
 

My brights on my 2000S are sorta working. By that I mean when I pull back on the turn signal lever, the lights are on, but when I try to keep them on by pushing it forward, they do not light up. What is most likely the problem? I am thinking fuse but the lights do turn on as mentioned above so not sure and I checked several of the fuses already that had affiliations with the headlights.

I just realized that the normal headlights need to be on first...duh...I am trying to delete this but I see no way.
