You need to find a competent honest mechanic. Easier said than done. It sounds like you have gone to the mechanic you are using now twice and twice come away with no unsatisfactory results. If your spoiler goes up and trys to lower than I would say that the acuator is fine but something on the drivers side is sticking. I have not worked on a spoiler on a boxster so I can not say for sure. Can you have someone lower the wing while you gently push the drivers side down. If that works than it most likely just needs to be gone through and cleaned up. If you do not have the tools and time to do this yourself then you have to find someone to do it for you.
