Window not going down
 

Hello all, my passenger window won't go down anmore. I thought it was just the switch, but even when operating the top it does not work. If I try to use th switch it seems to always try to go up... I use my car all year around her and I have had to replace one of the window regulators every year because of the real ugly screeching sounds they make when they go... could this be another symptom of a bad regulator ??.. has anyone seen this before ??
