one headlight on
 
What is the meaning of this? When you turn the car off and your headlights are still in the on position one stays on only. Someone told me at one point and I think it's a European thing. I was asked tonight and I just couldn't remember the reasoning behind it.

I was told that when you see a car with only one headlight on its called a Popeye and it means you have to kiss.

There are 2 settings farther left than the off position,
the settings are parking lights for when you park the car
on the street, you would leave on the light that sits
on the street side and the light by the sidewalk would
be off.
