Loose Latch on Rag Top

I've owned my Boxster for almost one year and it's great to find an awesome forum to support my new addiction. About 2 months ago the center bracket on top of the windshield which engages the Rag Top latch (to hold it secure) broke loose. It was hanging by the wires and upon further inspection I notice the 2 mounting bolts fell out due to broken nuts in the c-channel that's part of the window frame. Since I'm a rookie and I couldn't find a thread on it - is this normal (1999 with 70,000 miles) and if so, how can I cut out/replace the old broken nuts and install new ones so I can bolt the support back in and latch down my top when needed.

Thanks in advance for your help,
Randy
