Edit: I realized that I should look at.your location, since the US regulations may not apply to you.

You must ask your Porsche dealer to activate the airbag override or the bar will do nothing. There is a fellow in UK who sells a reverse a engineered switch on eBay.co.uk, which works as the bar does. This is probably easier to find than the Porsche part.
